I. Department Description The Treasury Management Department resides within the Johns Hopkins Health System Finance Department. This office provides complete centralized treasury services, which includes cash management, investments, capital financing and insurance services. The office also is responsible for pension accounting as well as investment performance measurement. The Treasury Management Department is under the direction of Thomas Trzcinski, who reports directly to Stuart Erdman, JHH Senior Director of Finance and Assistant Treasurer. Stuart reports to Ron Werthman, Vice President, Finance/Treasurer and Chief Financial Officer for JHHS. Staffing for the department includes the director, one senior staff investment officer, three senior treasury analysts, one assistant treasury analyst, one treasury manager, two senior cash analysts and one cash applications specialist. 1. Cash Management The department is responsible for all procedures relative to the care and custody of all funds and securities for JHHS, JHHC, the JHHS Pension Master Trust and the JHH Endowment Fund. This includes overseeing the investment of all cash and the reporting of investment performance measurement of the same. The department executes banking transfers within and outside of the Health System. The department is responsible for all commercial banking relationships. Department staff is continually seeking to improve all processes related to the treasury management cycle. 2. Capital Financing The department, under the guidance of the Assistant Treasurer, is the primary liaison with the Maryland Health and Higher Education Facilities Authority concerning existing and prospective tax-exempt debt issuances for JHHS along with active monitoring and management of the debt portfolio. The department also is responsible for all other debt financings for JHHS. The department participates in developing sources and uses statements for all major capital projects and has primary responsibility for monitoring activity against plans. 3. Insurance Services The department has primary responsibility for the JHHS property and casualty insurance program, exclusive of malpractice and general liability coverage issues which are under the direction of the JHHS Professional Liability Claims Department.The department is the primary liaison with it's insurance broker and coordinates all claims. In addition to providing underwriting data and allocating JHHS insurance premiums it also administers driver programs and issue certificates of insurance as needed. 4. Johns Hopkins Hospital Endowment Fund The department is responsible for the Board of Trustees reporting for all aspects of the Johns Hopkins Hospital Endowment Fund. This includes accounting and performance measurement and preparing quarterly reporting to the Endowment Fund Board of Trustees. 5. Johns Hopkins Health System and Affiliates Pension Master Trust The department is responsible for the daily accounting and coordination of investments for the Pension Master Trust, performance measurement and quarterly reporting to the Pension Investment Review Committee of the JHHS Board of Trustees. The department implements and monitors all transactions related to plan funding and investment asset allocation.
